Before choosing the entity and name
Owner: Founder / legal and accounting advisers / Registraire des entreprises
- Define ownership, service model, food activities, alcohol plan, hours, seating, takeout, delivery, catering and any import or interprovincial activity.
- Choose the legal structure and confirm the registration path, enterprise name and Quebec enterprise number instead of treating an NEQ as a restaurant permit.
- Create a source register for every authority, submission, fee, condition, contact and decision date.
Before relying on a site or renovation budget
Owner: Founder / landlord / municipality / designers / regulators
- Ask the municipality whether restaurant use is allowed and which occupancy, building, fire, accessibility, ventilation, plumbing, grease, wastewater, patio and sign reviews may apply.
- Share the proposed menu, process flow, equipment and layout with the responsible food authority before fixing the construction sequence.
- Put unresolved approvals, landlord work and exit conditions into the site decision with qualified advice.
Before food preparation begins
Owner: Permit applicant / food-safety manager / authority
- Identify the correct restaurant or retail food permit for the actual activity and obtain it before beginning regulated operations.
- Complete the required food-safety manager training and plan how the trained person’s responsibilities will be covered during operation.
- Prepare receiving, temperature, allergen, cleaning, sanitizing, pest, waste, traceability and corrective-action records for the real menu.
Before alcohol service and hiring
Owner: Permit holder / RACJ / employer / CNESST / payroll
- If alcohol is planned, confirm the restaurant permit, service area, conditions and lead time with the RACJ before promising a launch date.
- Register with CNESST when the employer threshold applies and establish payroll, worker records, safety duties and incident reporting.
- Assign opening, closing, food-safety, cash, key, emergency and manager-on-duty responsibilities before publishing the first roster.
Before opening and after every material change
Owner: Permit holder / manager on duty / issuing authorities
- Confirm permits, inspections, occupancy, alcohol permissions and conditions directly with each issuing authority.
- Run a dry service through receiving, storage, prep, cook, hold, serve, wash, close and reopen with the actual team and equipment.
- Recheck the authority path before changing ownership, premises, layout, equipment, menu risk, alcohol area or business activity.
